MEETING: Conservation

Continuance Public Meeting – Timothy Carlin, 123 Avery Street

At 7:00 p.m. The Chair, George Kingston continued the public meeting and Clerk, Jody O’Brien read the legal notice into the record.

Applicant Timothy Carlin explained that he would like to enclose his existing deck to open up his kitchen due to medical reasons concerning his wife.

Mr. Kingston said that the issue was that there is an existing house and existing deck within river front area and addressed the Commission for any questions.

Ms. O’Brien asked if that would change anything? Mr. Kingston said that it really wouldn’t because all he is doing is putting a roof over the existing deck and it will concentrate the small area of rain fall on the roof. He said that Mr. Carlin will be installing infiltration because it’s river front area and he can’t get a building permit without first getting a determination from the Conservation Commission.

Mr. Tom Wilson, Jr. excavator explained that he will be putting in a trench of infiltrators about 32 feet long to pick up the roof water to discharge into, so it will probably have less of an impact. Mr. Kingston added that the stormwater flow will not be increased to the river.

Mr. Kingston addressed the audience for any questions, there being none and upon motion duly made and seconded, the Commission voted unanimously (7-0) to close the meeting. Upon motion duly made and seconded, the Commission voted unanimously (7-0) to issue a Negative Determination of Applicability, not requiring the filing of a Notice of Intent.



Certificate of Compliance – 122 Elm Street

The Commission signed and issued a Certificate of Compliance for LaPlante, 122 Elm Street, DEP 150-19.



Miscellaneous

The Commission reviewed the subdivision plan for Black Dog Lane and determined that a filing of Notice of Intent would be required due to wetlands on the site.

Mr. Kingston informed the Commission that he issued an emergency certification on October 18, 2007 to DPW for Franconia Golf Course due to a collapse storm drain.



There being no further business and upon motion duly made and seconded, the Commission voted to close the meeting at 7:30 p.m.
