On October 1, 2020, the FY2021 Real & Personal property assessments were approved by the Department of Revenue/ Division of Local Services.
The Board of Assessors reviewed and analyzed over 260 arms-length sales which included residential, commercial and industrial sales covering the period from January 1, 2019 through December 31, 2019.
The purpose of this review was to ensure the assessment to sale ratio met the standards required by the Commissioner of Revenue.
This year the review indicated a continued uptick in the residential market. The Board of Assessors, based on these sales, found it necessary to increase the single family home assessments upward by 3 % on average.
Fiscal year 2020 real estate values totaled $1,981,005,700. Fiscal year 2021 values are $2,046,828,800 which is an overall increase of 3.3%. Fiscal year 2020 personal property value was $74,309,200. Fiscal year 2021 personal property value is $77,413,400 which is a 4.2% overall increase.
On November 10, 2020, during the Tax Classification hearing, the Town Council voted a single tax rate for all classes of property after hearing a presentation from the Board of Assessors.
The Town received approval for the FY 2021 tax rate of $21.06 on December 1, 2020 for all classes of property.
The actual tax bills for FY 2021 will be mailed on or before January 1, 2021. This first actual tax bill will be based on the approved fiscal year tax rate and assessments. The first installment (also known as the 3rd quarter bill) is due on Monday, February 1, 2021 with the second installment (known as the 4th quarter bill) due on Friday, May 1, 2021. Any real or personal tax abatement applications must be filed with the Board of Assessors after the actual tax bills are mailed but no later than Monday, February 1, 2021.
