The Board of Assessors reviewed and analyzed over 236 arms-length sales which included residential, commercial and industrial sales covering the period from January 1, 2022 through December 31, 2022. The purpose of this review was to ensure the assessment to sale ratio met the standards required by the Commissioner of Revenue.
This year the review indicated a continued increase in the residential market. The Board of Assessors, based on these sales, found it necessary to increase the single family home assessments upward by 9% on average. In FY 2023 the average value of a single home was $339,800 . The new FY 24 average value of a single home in East Longmeadow is $372,600.
Fiscal year 2023 real estate values totaled $2,368,898,800. Fiscal year 2024 values are $2,597,977,800 which is an overall increase of 10%. Fiscal year 2023 personal property value was $83,553,900. Fiscal year 2024 personal property value is $91,332,000 which is a 9% overall increase.
On November 14, 2023, during the Tax Classification hearing, the Town Council voted a single tax rate for all classes of property after hearing a presentation from the Board of Assessors.
The Town received approval for the FY 2024 tax rate of $18.54 on November 15, 2023 for all classes of property. The average single family home valued at $372,600 will see an increase of $383.84 in their FY24 tax bill.
The actual tax bills for FY 2024 will be mailed on or before January 1, 2024. This first actual tax bill will be based on the approved fiscal year tax rate and assessments. The first installment (also known as the 3rd quarter bill) is due on Thursday, February 1, 2024 with the second installment (known as the 4th quarter bill) due on Wednesday, May 1, 2024. Any real or personal tax abatement applications must be filed with the Board of Assessors after the actual tax bills are mailed but no later than Thursday, February 1, 2024 by 4 p.m. at the close of the business day.
