Municipal Lien Certificates

A Municipal Lien Certificate is a legal document that lists all taxes, assessments, and utility charges that are unpaid on a parcel. 

Municipal Lien Certificates are usually requested by an attorney’s office prior to the sale or refinancing of the property for the protection of the property owners. The MLC should be filed at the Hampden County Registry of Deeds after the closing.

The fee for an MLC is $50.00 per parcel.

In the request letter, please include:

  • Address of property
  • Parcel ID (Map, Block, and Lot)
  • Name of current owner
  • Name and address of requestor

Along with the request letter, please include a self-addressed stamped envelope and the payment of $50.00 made payable to “Town of East Longmeadow.”

Please allow sufficient time prior to the closing date to process the request. Use of the application below will assist us in completing your request in a timely manner. MLCs will be processed within 10 business days of receiving the request.
